Plug and play redezvous and the rest

Hi folks,

im researching a project at the moment on plug and play devices on a network (namely cameras). What i cant understand exactly is how my program whatever language its written in will kick off as soon as an ethernet cable has been plugged in or a wireless device has been detected. Could someone who knows something about it explain it a bit...im slightly confused!
